Howard Neibling earned a BS and MS in Agricultural Engineering from Kansas State University, Manhattan, Kansas and a Ph.D. in Agricultural Engineering from Purdue University, W. Lafayette, Indiana." He is a Registered Professional Engineer in the States of Idaho and Washington. He has worked in the soil and water management area for 37 years. He has worked as the Extension Water Management Engineer (State Extension Irrigation Specialist) for the University of Idaho for the past 30 years. Activities have involved field studies to better describe crop response to limited water, evaluation of irrigation system performance, evaluation of practices to minimize surface runoff and improve infiltration, evaluation of irrigation scheduling technologies, development of practical scheduling methods, the use of drip irrigation for Idaho conditions and crops, and improved irrigation equipment management strategies for agricultural, urban and small acreage homeowners. He currently works out of the Kimberly, Idaho Research and Extension Center."
